So, when i change the map, sometimes at the start of the map there is a bug, the players are moving very very slow.. after i change the map again .. everythig it' ok ...

Has to be one of your plugins that does that. Test each one until you find out by commenting them out and enabling it one by one.

Show the output of the following commands:
rcon version
rcon meta version
rcon meta list
rcon amxx version
rcon amxx plugins
rcon status

Many plugins one of them the proplem on it may (frostnades.amxx).
Also you use non-steam plugins like destroy.amxx here man non-steam = no support

No steam = No support.

You have two options:
1. Remove dproto
2. Get the f*ck of from here. Nobody will support you as you have a no-steam server

Although hes a non steam user, you really need to stop quickly judging users because they use certain plugins.

Remove dproto and then come ask for support.
