players can say:/vote_cheater to vote a cheater

but they have to pay $1000 first to avoid the situation of abuse

if the cheater get most of the vote 'for', he will be kicked automatically

losing $5000 is the punishment for the players who do not vote

This does not have the money punishments. As far as I know there is no plugin in which you described on the AMXX forums.
