Assuming, I have the latest Script files of SMAC...
Do I have to compile all of the script files and are they all needed to use SMAC?

Only the base plugin SMAC.smx is required but that won't do anything on it's own. Personally I use the following on my CS GO server:

smac.smx
smac_aimbot.smx
smac_autotrigger.smx
smac_client.smx
smac_commands.smx
smac_cvars.smx
smac_eac_banlist.smx
smac_eyetest.smx
smac_rcon.smx
smac_speedhack.smx

all set to autoban. I also use smacbans-block.smx (a non-official smac global banlist).

You just use what you want/need for both cases.
The main plugin of of smac, simply named smac, is needed, the rest are optional modules that depend on it.

Btw: I've read something about the latest SMAC is unsure because of a calling home function or something like that.
I've found a release from Feb 2014 (I'm not sure).
