Map does not change automatically

Hello, I have set mp_timelimit "45" in the server.cfg file, but map never does not change, what can be wrong? may be a problem that on the server there are no players?

looks like if on the server there are no players, then map is not changed automatically, like in 1.6 where not depends there are players or no. How to do that map would be changed automatically? maybe could you suggest any plugin?

CS:GO. yes i have found that thread and solved my problem with Quick Map Rotation
