What are you trying to do? Most of the time you can limit the file access to plugin_init() or plugin_cfg() to minimize cpu usage during the game. Then you just access the information in menu_handler().

If you want to do it the way you have posted then just do it. I see no question.

Look,im working in a new version of mixmaker and too much ppl said to me,please,make a ini file for /maps (MapsMenu) because,then dont have the maps or need add maps,so i need that,if u need to know more about that,u can download mixmaker and test it,thanks!

All you need to do is what I said before. Read the file in plugin_cfg() and save the map names in an array. Then, build the menu with this array. Simple as that.
