i found a server runing amxmodx without metamod !!! how he do that ?

That server have metamod installed. What makes you think it didn't?

in HLSW i don't see metamod on Addons !!

It's some sort of protection. Some plugin/module (whatever) hides server information when server reply it.

how can i do it ?
also do i can make some addons like amxmodx as unpauseable and unloadable for example when i use meta unload amxmodx or meta pause amxmodx it will not stoped and continue runing !

so metamod plugins cannot marked as unpauseable or unloadable ?

Since those commands do exist you can't say unloadable or unpausable
