1) Indent your code properly
2) register_plugin() should be called in plugin_init(). Allthough, PLUGIN, VERSION and AUTHOR are defined but never used.
3) colorchat.inc should be attached
4) cvars should be created properly and readable, for example: CT Glow Red should be ct_glow_red

Also, what is the point of this plugin? Giving everyone weapons on a deathrun server is actually pretty lame since terror has 1-3 players while ct has 10+ players very often. Terrorists should be given advantage in my opinion.

I think you just made small modifications from another plugin and this is actually not yours.
