Use
-nomaster ONLY if you don't want console spam with "your server is out of date", this won't register your server on masterserver list. You add this parameter in your starting lines.
e.g.

hlds.exe -console -game cstrike +maxplayers xx +map de_dust2 +ip xx.xx.xx.x +port xxxxx -nomaster
Alternatively, use those binaries I uploaded and do nothing more.
