The unusual effects are only working with hats that were added before October 29, 2014 Patch (Scream Fortress 2014) but I don't see why this would cause any issues, it doesn't look like anything's really changed. In items_game.txt it looks like they might have more entries in the prefab field than the earlier hats but they still have hat or base_hat or what have you.
