I thought that's what you wanted. I updated it again. This time I added an option in the .ini file that allows you to enable all chat, which will allow players to view all chats excluding the other team's private chats. #all in ADMIN_LISTEN_FLAGS is removed.

ALL_CHAT = 0
Add it and change it to 1 in order to enable it.
