This sounds like a problem with the in-game browser. This use to happen frequently with certain JS functions and href usage.
I would assume the the last page that opens is crashing the browser forcing a server change or game restart to get it working again.
Make sure you dont click links that open new tabs and that the sites are free of javascript errors.

I might even check, but most of that use is from the same steam site, Steam Group in the case.
