I think you mean kilobits per second. I don't think ISPs sell internet plans with a ratio like the one described using kilobytes. If you're not really sure, then do a speed test here http://speedtest.net/ and post the results.

Most servers are hosted in datacenters. Typical speeds are:

10 Mbps (1.25 MB/s) down, 10 Mbps (1.25 MB/s) up
100 Mbps (12.5 MB/s) down, 100 Mbps (12.5 MB/s) up
1000 Mbps (125 MB/s) down, 1000 Mbps (125 MB/s) up

Mbps = mega bits per second
MB/s = mega bytes per second
byte = 8 bits

He has 128 Kbps (16 KB/s) and not 128 KB/s (1 Mbps). He can handle 64% of a single client. The server will definitely lag.
