"Steam Universe number" in sourcebans, IIRC, relates to the first number of the steam ID. For example, CS:GO's "steam universe number" is 1, because every steamid starts with STEAM_1, whereas other games such as CS:S's number is 0, since those steam ID's start with STEAM_0.
