That is an FPS bug. To see how it works you will need a really good computer. Go buy it
Then do this:

As you see now clientside cs works more slowly than usual. With this slowmotion you can do better sync while multistrafing => which results in better jump. It can be detected by:
1. Checking client fps_max cvar (If it is more than 100, he is using slowmotion bug).
2. Or just block these settings on clients (that kind of stuff is not allowed on these forums):
