Can you explain me what are you trying to do and how, what errors do you get?
You just extract the files to your website (like
http://l4dstats.yourwebsite.com) and then you open a web browser and enter the website URL with createtable.php (like
http://l4dstats.yourwebsite.com/createtable.php). That is how you execute the script.
Your website has to support PHP and you have to modify the config.php file before executing the scripts.
