Probably irrelevant by now, but I had similar problem and I solved it by re-installing CS (ok - I copied a working version from another PC to save most of the config). Not sure what exactly caused this bug and I'm not sure whether it's the same bug you're having. If other plugins (like jetpack or Bazookamod) show similar symptoms, it's probably it. I hope some devs/modders will look into it and provide a non-reinstall solution.
btw, re-installing amxmodx didn't do the trick - it's something with a corrupted CS setup.
