Yes.
The license check done both in
Post #3 or from the link you quote is not being affected by the Steam profile's privacy status.
Literally, as long as there is an active session (which there will be from the time the user joins your server, and until the user leaves again), your server has authorization to perform queries and retrieve information about your players with the current game, regardless of the Steam profile's privacy state.
