These only apply to building SM itself or extensions built from the SM 1.8 sample_ext. Nothing else is guaranteed to support it... you'd have to check the
python configure.py --help to see what a specific ambuild script supports.
For that matter, sample_ext allows you to specify the SourceMod directory as well since you aren't necessarily going to be building it from inside SourceMod's own directory.
