I'm trying to make a dedicated Server for l4d1, have between 8-12 players and make the Tank much stronger. Also every one is on the LAN.
If I could get some quick advice I'd appreciate it.

This have nothing to do with L4DToolz. You should post general concerns in srcds section.
To answer your question, you will have to create the server.cfg. It’s not there by default.
