No idea man, but you are warning "Unassigned" players so people who connect who are "spectating" but not on the spectator team will be warned then moved to the Spectator team.
You are checking AFK on dead players, so if people are dead and they do not move in free-look or change their target player within the AFK period then it will move them to spectator.
Other than that I do not see why it would be doing anything abnormal
