Plugin is putting off the following error for me on both Windows and Linux

L 08/21/2018 - 08:23:07: [SM] Failed to load plugin "admin_talkover.smx": Unable to load plugin (no debug string table).
Currently on the latest Stable versions of MM and SM. Ensured requirements (dhooks, voiceannounceex) were in place and running. Ensured all files were in place correctly. Not sure what else to do, hoping maybe you could point me in the right direction. Thank you very much, and my apologies if I'm overlooking something simple.
