I found this guide on the flags:
https://steamcommunity.com/sharedfil.../?id=719079703. They aren't part of pugsetup. I can't change how it works - you'd have to ask Valve.
Teamnames are the mp_teamname_1 and mp_teamname_2 cvars. You can set those whereever you want, they aren't part of pugsetup either.
