As to editing SCP, a simple yes/no would suffice. As to this plugin, guessing no, but maybe if it surpassed SCP in some way? I'm not a programmer so I really don't know what's possible.
Or, is there a plugin that works with HL2DM that could add [Admin] and [Mod] tags?

There nothing that you can do to this besides not using the hex tags to make it work on hl2dm.
