Not really any more. Valve hides the hats because they're considered intellectual property that they can make money from. There was an extension made as a work around for this that somebody made as a compromise with Valve, so actual hats (droppable, promo, etc) would not be wearable, but somebody hacked that extension and made it so you COULD.

Valve got pissed and said "ok no more hats for anybody with this method". So while you can see it on your screen, everybody else won't be able to see it.

tl;dr: This plugin's dead until Valve says otherwise. Don't bother.
