[Sheriff]

Can someone help me with a VIP plugin that does : +10 hp/kill, vip skin for ct/t, acces admin_chat, double jump. I know there are already some plugins that have what i request but they dont have all of that and i don't know how i can add what i want in a plugin already made, and i know there are also a lot of plugins for change skins but they dont work on my server, i already tried (server put you to download the resources but they dont change the skin).
