I uploaded here, modified version, with admin access. 1.21

Admin who have access to flag N (CHEAT) or to 'word':
"prop_spawner"

...can use those chat triggers.
Can be override to different flag(s) from admin_overrides.cfg

This can be also turned to public use, in admin_overrides.cfg:
"prop_spawner" ""
