So far, everything else in regards to group invitations has been unapproved / trashed. Once people have something close like this, it won't be that hard to adjust it to be "spamming out invitations".
Either way though, the latest development from Valve does sound to be preventing that.

Valve never wanted to disallow Invites to a Steamgroup of Communities.
They wanted to fight against these Gambling Promotion Code Groups. That's why they pushed that update. In my opinion, you can't really abuse it anyway, since you have to be friends with a bot until he can invite you into a group.
