One releated thing to know.

CSGO has a terrible new "feature".
The MAX players PER TEAM is HALF the maxplayers setting.

So for example in CSS you could have maxplayers at 21 and have bot_quota 20 and play single human vs 20 bots.

But in CSGO this would be maxplayers 21/2 = 10.
The most bots per team with maxplayers 21 will be 10.

For your example of
maxplayers 15
bot_quota 10
bot_mode fill

The most bots per team you are going to get is 15 /2 = 7

Terrible new change for bot servers that are paying for a game server per player....
