It's all entirely possible via sockets, just make sure the server can send and recieve on specific sockets. The idea in this I had was to also combine it with IRC Relay so you could do something like this in game to communicate with an admin in any server or IRC as well :

/admin cheater here

then on every server and in irc it'd display what server said it, who said it, and maybe the IP of the server.
