It is strongly suggesting that the plugin is not running. Try to query the version number CVAR
l4d_stats_version. If that does not reply anything, the plugin either must be not loaded or I don't understand how the SM works? Test the CVAR using game client console, not RCON or game server console. Then list all the plugins executing
sm plugins list from the game client console.
