Set the convar: net_chan_limit_msec to 100 - 150. This will stop most engine level dos exploits. Also this most likely isn't related to flooding voice data. Those warning messages popup anytime the server is lagging while processing voice messages. It can lag from a plugin or hardware issue or any type of dos attack and will display that message.
