He use dinamic IP? If yes, ban all fields what he use with this format:

(For example. If he using this IP: 192.268.56.15)

addip 0 192.268.56.0
This will banning all ip adresses from 192.268.56.1 - 192.268.56.255

or

addip 0 192.268.0.0
(this will banning all ip adresses from 192.268.0.1 - 192.268.255.255)

Thats all.
Nobody not get unlimited, dinamic IP fields.

Ohhh. And. Useful if you ban all known anonym proxy server ip ranges from your server.
