I ask because, right now .. it seems to be only granting whatever is in the steam group - ignoring any "elevated" privileges on particular servers, etc.

This is because sourcemod reads the admin config first, then as a player joins the server it checks where/if they are in the steam groups and assigns their permissions from there, thus over writing what ever your config set for them.
