Thanks to some assistance from Jono it is now working by replacing ClientCommand(index, "kill"); on line 2055 with ForcePlayerSuicide(index);

I have not tested this with SourceBans nor CS:GO or any other game. This has only been tested in my Insurgency Server. If other issues arise, feel free to raise them and I'll see if I can fix them.
ozrich It still working on my server and im useing SourceBans i have not tested it on my CSGO server yet
