You can use
GameCron
Move hlxce-sm-api.smx & teambalance.smx to disabled folder
And then add to server.cfg
Code:
sm_gamecron_add 10 "sm plugins load disabled/hlxce-sm-api"
sm_gamecron_add 15 "sm plugins load disabled/teambalance"
This is temporary fix until psychonic maintain fixed hlxce sm api, which is as he said currently not maintained
