It means there will not be loadwed any AMX plugin (if You downloaded them from AMX forum), but all AMX X plugins wil be loaded. I've asked to disable it to see if it helps with lagging or not.

No - in Your plugins-csdm.ini there are some files called with "debug" line near the plugin name - for example:
csdm_main.amxx debug
Just remove that "debug" from there... And don't worry about length of the post (unless You exceed the allowed amount of characters everything is OK - otherwise the forum will say You Your message is too long).
