Yeah I used to play on an old cs 1.6 server, and the voting worked exactly like that. Nominations were for an end of map vote, not rock the vote.

And that's the way we liked it!

Pretty sure mani never had it like that, but I think it's a crucial feature to the base map plugins that is missing.
