I was testing the witch spawning and i got the perfect solution. (in my opinion) ^^

When a witch is about to spawn (by command or cvar) the logic will store the positions of the gas cans (which are not in the hands of a survivor), the survivor positions and the (maybe) already spawned witches. The logic will loop through the cans and if there are no survivors or witches near the can it will be marked as a possible spawn. After this one of this cans will be selected and the witch will spawn near it.
But if there are no possible spawns, there will spawn a wandering witch at a position defined by the director.

Later this day i will test the plugin a little more and i will test, what i can do about the idea of Jay Dogg.

There is another idea from a friend, but i don't know yet how to implement it. His idea is that the scavenge time will stop at a tank spawn and will continue after his death. I will follow this idea maybe later.
