Maybe map use game_end entity and ends map sooner.
TF2 have own map configs. For cp_dustbowl map:
...cfg/cp_dustbowl.cfg
But recheck one cvar, type only convar name:
sm_cvar sv_allow_point_servercommand

- Allow use of point_servercommand entities in map. Potentially dangerous for untrusted maps.
disallow : Always disallow
official : Allowed for valve maps only
always : Allow for all maps
