That could be a typo within plugins.ini most commonly. What mod are you running this on and what version of AMXX? Is it on Steam? What OS? etc. I've never had bullet whizz fail. Retest the original version then. Mine just pauses and logs on missing files. Some work was done to use it on mods outside of cstrike too.
