Valve recently changed the format of SteamIDs for TF2... you need a recent (4558 or newer) SourceMod 1.6.2
snapshot in order to get the old format to work again.
Edit: Incidentally, the new format "[U:1:whatever]" doesn't work in admins_simple.ini
