Did you create rcon.txt?

Linux:

game/bin/linuxsteamrt64/rcon.txt

Windows:

game/bin/win64/rcon.txt

Remember to enter your rcon pwd there. (You don't need to enter rcon_password - just the password from rcon_password)

If your rcon_password is set as

tester

You must write the rcon_password you want to use in rcon.txt - for example tester
