You need to reset / restart the server after installing the plugin (.smx) file, then the .cfg file will be auto generated if it still isn't there restart the server again or refresh the folder as it might take a second or two to generate.
The .cfg file is named plugin.heartbeat.cfg, i know u have l4d 1 but in l4d2 thats what it it's named im guessing its the same with both versions?
Location in L4D2: /left4dead2/left4dead2/cfg/sourcemod (
again for l4d1 obviously a different name but im sure u can figure it out.)
