That GOTV "error" really isn't an error. You'll need to provide your GOTV settings to get any help.

As for server graphics, remember that each of them has it's own criteria (below a certain width/height and file size) to meet AND must be available on your FastDL host for clients to download. Here are the specs you need to meet for each:

sv_server_graphic1 // A 360x60 (<16kb) image file in /csgo/ that will be displayed to spectators.
sv_server_graphic2 // A 220x45 (<16kb) image file in /csgo/ that will be displayed to spectators.
