Install a fresh new server with steamcmd and only download the basic requirements: metamod, amxmodx (and the cstrike package) and this plugin (with cs player models API). It should technically work fine.
The test server I have also has reHLDS and reGameDLL. Last time I checked, everything worked just fine.
