However, this does not occur on Halloween, Full Moons, or if the server has tf_forced_holiday 2 or tf_forced_holiday 7.

I've taken it to mean that the
attributes also don't work unless the correct holiday is set.
Also, note that the holiday numbers listed there are wrong. You need 2 (Halloween) or 8 (Full Moon).
