Well, if you set the server slots to 25, for example, it won't allow anyone to join, except admins. It will also kick any kind of connection through console.
Regarding the cvar for the flag, I'm kind of busy since then, so it will take a while. But if you know how to compile the plugin, you can change where it says
ADMFLAG_BAN to
ADMFLAG_GENERIC.
