I'm asking more for others than myself, as the only Source game I host (Team Fortress 2) awards kills for suicides (and environment deaths in general) to the last person to damage a person before they die.
Incidentally, this plugin would be useless in TF2 for that very reason.

Actually, this plugin would be extremely useful in TF2, for a number of reasons. Not the least of which would be to prevent the suicide spam bit. It would also be helpful for instances where you need to switch a player's team for manual balancing, or to prevent the join spec to force autobalance bit. I am sure there are more ways in which this could be useful, but just for the reasons above I would love to have this...
