It's almost 8 years old. It says 2.8Ghz turbomax frequency. I doubt this old cpu would measure to a newer one at the same clockspeed.
I highly doubt you would have stable performance at more than 20 slots.
At 14 slots as long as no single game thread maxes out an entire physical core (physical+htt==2 virtual cores). You could probably host 8 servers per cpu.
