SourceMod Anti-Cheat

Rcon Locker
- Minor fix for CS:S engine split while using SourceMod 1.5+.

Anti-Wallhack
- Temporarily disabled sound management (CS:GO).

CS:S Anti-Flash
- Fixed shorter flashes causing visual glitches if already flashed.
- Minor internal changes.

KAC Global Banlist
- Moved auth validation to client module.
